Yep... it's also the band that the professional, but consumer grade Motorola frequency hopping radios operate (https://www.motorolasolutions.com/en_us/products/two-way-radios/commercial-business-two-way-radio-systems/on-site-business-radios/dtr-series.html , and other Moto radio series). However, I seriously doubt that's what he heard as they jump frequencies something like every second.

902-928 is an unlicensed band as well, so the signal could have been any number of things. Baby monitor is one possibility, for example.
