[Scan-DC] Anne Arundel County TRS backup using MD FIRST

They are used as a backup for system failure on the primary 800mhz radio
system. During the summer, one day they had radio coverage issues in South
County. Police utilized one of the backup channels and fire utilized one of
the MD Tac channels on FIRST until the radio issues were resolved.

Off topic but... The new Phase II 800mhz Anne Arundel County Radio system
is starting to be pretty active. DPW, Inspections & Permits, Aging Buses,
and Rec & Parks have all started to use the new system. Fire & Police are
patched into the new system. Police District Channels Patches are encrypted
though. Unknown when fire and police will switch over to the new radio
system.
