[Scan-DC] 87.9 MHz

Last Sunday, I received a close-call hit on 87.9 MHz while passing the
University of Maryland College Park campus.  This is just below the FM
broadcast band (TV channel 6).  It sounded like an open mic but nothing was
being broadcast at the time.

Does anybody know what the backstory is with this frequency?
