[Scan-DC] What's up on 121.5 MHz?

I have noticed at least three instances on 121.5 where somebody is joking
around with a brief mention of "Brandon" and this has happened both in DC
and Delaware areas, particularly at night.  Have you guys heard if there is
something more widespread happening?

At first, I thought it was coming from a ground station but now I am
suspecting it is coming from aircraft.
