It’s a matter of spectral flux density and scanning algorithms. If you
think the SFD and algorithms aren’t there, it’s a reasonable strategy. If
they are there, better develop a good code.

As a fun aside, rumored meridian satellites were recently discovered to be
relaying North American amateur radio bands
