This looks like a Baofeng UV82 allegedly recovered from a Russian soldier.
The Tweet got lots of interest. But doesn't most every military group have
cheap radios for chit-chat?

I can't find either 435.05 or 140.4 in the Baofeng preset lists. I guess
the Russians programmed them?
