It is definitely some sort of malfunction... and literally just stopped as I was preparing this email. When it was happening, I was listening to 851.5625 conventional in addition to the trunk, and of course I could hear the talking when there was activity. It's just the controller wasn't releasing the talkgroup when the activity ceased. Whatever, all fixed now. Thanks all.

Yeah, it's probably a malfunctioning transmitter that's getting stuck open on that frequency. When the controller assigns a talk group to it to use it's not turning off. They probably just need to remove that frequency/transmitter from the group until they can get the issue resolved. Not sure how easily accomplished that would be. Same thing happens in the telephone world. Just remove the offender from the group until the faulty equipment/board, whatever can be troubleshot/replaced.

Ha, ha … definitely not an open carrier, just a talkgroup that remains locked in the first trunk frequency (851.5625). When it first started, they switched all of the D3 units to Tac 3. They have now fixed the D3 talkgroup (16496) and it’s “roaming” about the system like a normal cell signal, but now it’s the Jail talkgroup (16784) that locked in the 851.5625 frequency.

I'm guessing that they know there's a problem since no dispatches are going out on the channel, and someone literally just came over the air, "Testing talkgroup D3 test." Just out of curiosity, does anyone have an idea of what would cause a talkgroup to stay live when there is no activity, failing controller, something else ???
