[Scan-DC] Charles County Trunk ?Malfunction?

Ha, ha … definitely not an open carrier, just a talkgroup that remains locked in the first trunk frequency (851.5625). When it first started, they switched all of the D3 units to Tac 3. They have now fixed the D3 talkgroup (16496) and it’s “roaming” about the system like a normal cell signal, but now it’s the Jail talkgroup (16784) that locked in the 851.5625 frequency.

staying populated in the very first system frequency, 851.5625. While
Unitrunker is showing D3-Waldorf continuously active, it is occasionally
showing a user ID of 21376, BUT, there is absolutely no activity when
monitoring live... not even an open squelch. I'm guessing that they know
there's a problem since no dispatches are going out on the channel, and
someone literally just came over the air, "Testing talkgroup D3 test." Just
out of curiosity, does anyone have an idea of what would cause a talkgroup
to stay live when there is no activity, failing controller, something else
???
