[Scan-DC] DCA Tower

Oh yea, me thinks it's just temporary; however, I always reserve the right to be wrong.  When the split occurred, the helicopter traffic was EXTREMELY busy at the time... almost as if DCA knew there would be a lot of helicopters in the area.
