[Scan-DC] DCA Tower

I know some time back, a number of us were talking about the lack of
reception of the DCA tower frequency for aircraft (119.100). The consensus,
which I agree, is that the tower aircraft frequency is somehow set so it is
probably propagated upward toward the approaching and departing planes. In
fact, I know that the last time I was at Gravelly Point (before the
pandemic), I couldn't even hear the tower just on the other side of the
estuary. This morning was a prime example of that for me. I was hearing
the tower almost full quieting on the 134.350 helicopter frequency while the
119.100 aircraft frequency was not even breaking squelch for the tower's
transmissions. I was listening to both frequencies simultaneously on two
different receivers running through the same antenna and distribution
amplifier. I even switched the helicopter/aircraft roles of the receivers
and still had the same results. Just something I thought about this morning
as the tower came booming in on the helicopter frequency. The "fun" ended
about a half hour ago when it appears that they've now separated the
119.100/134.350 transmissions.
