[Scan-DC] Odd data sounds 149.78 MHz

Can anybody identify this data?

I have received this on 149.78 MHz while in downtown Rehoboth several times.

At first, I thought it was a National Guard Covid testing site, but now I
am not certain since I did not see any radio gear there.  I had received it
as a close-call hit on my BCD396XT.
