This is a very hard listen!  The dispatcher sounds like she was in training,
you can hear a male voice in the background helping her out.  I know we all
start somewhere and this is just one person's opinion (mine), but I think a
more experienced dispatcher like the voice in the background may have been
able to better decipher this event as it unfolded, resulting in a better
outcome:
