[Scan-DC] interesting flight pattern for a Boeing KC-135R Stratotanker flying around at 10:45 AM on 7/31/2021

Andy,

Everything I'm seeing for 61-0309 is up in the Michigan/Wisconsin area.  I
did a search on ADSBX restricting the map to mil aircraft only and found
84-0189, which seems to being doing what you describe.

Take at look at the pattern they have been flying around all morning.

A narrow oval pattern around  MD and VA
