As I noted before, ASTRO-25 has been superseded by P25 Phase 1.
Baltimore City started out as ASTRO-25 and is now P25.

"According to the county, the new Motorola ASTRO 25 radio system will 
serve roughly 8,000 active radios with the capacity up to 150,000 radios"

Are they really going to use such an outdated CODEC?
