[Scan-DC] NWS to now use WEA for "destructive" thunderstorms

For those who didn't get this from AlertDC today:

Starting August 2, 2021, the National Weather Service (NWS) will activate a Wireless Emergency Alert (WEA) on mobile devices when a severe thunderstorm is deemed destructive. Criteria, as determined by NWS for a destructive threat, is at least 2.75-inch diameter hail and/or 80 mph thunderstorm winds.
