Astro-25? That's what Baltimore City used until
they switched to P25 Phase 1. All the Baltimore
metro areas use a flavor of P25, and all the fire
and PDs have the neighboring county's TGs in
their radios.

If Baltimore City goes encrypted (not surprising
they want to hide their actions), then Baltimore
County will no longer be able to jump to city TGs.

I doubt keys will be shared.  More chance of leaking.
