[Scan-DC] Manassas City PD Encryption?

Yes, that is what I have programmed but I am no expert on programming.  I just let the Whistler program do everything.  I had heard about the back and forth as well but PWC PD is not encrypted, Manassas Park is not either, just Manassas PD, seems weird, just wondering if it is me or not.  Thanks for your reply.
