This is kind of of bummer.   

For many years (unless you were using DSD+) you could not monitor HPD because they were using Pro Voice on their EDACS TRS.  HPD had briefly switched back to analog in the winter 2001/2002 because their Pro Voice TGs were not making it to the more remote parts of Oahu.  They switched back to Pro Voice a few months later (Spring of 2002).

I vacationed their often and was not able to monitor them until Uniden had added the Pro Voice vocoder to the BCD325P2 and BCD436HP scanners back at the fall of 2015.
