[Scan-DC] Baltimore PD encryption

Aviation and marine won’t encrypt in our lifetime. To many users need legitimate access.
Some people forget that in NASCAR racing when drivers started to use radios to communicate with their crew chiefs and spotters some drivers encrypted their transmissions so other drivers couldn’t hear their strategies. But other drivers used the the radios to grow their fan base.
