[Scan-DC] Arlington County encrypted TGID 115?

So far, it's just the same talkgroup that Andy already identified, 3134800,
doing a bunch of data affiliations.  It has not been to anything other
talkgroups; however, I've only been monitoring for just under two hours, and
again, the signal is not the greatest.

I don't have that id number in my notes. 
Is this possiblly a vaccine event?  That tg might be a emergency management
or heath department talkgroup?
