I just took a gander at those and saw they are still using T-band and
mostly FM and FMN analog. The exceptions are Vice, TAC, IA and emergency
management using P25 encrypted. AM guessing it's due to all the tall
buildings and funding they have not gone totally digital.

Which leads me to another observation. Cost effectiveness. While much older
sites using low band repeaters likely cannot get parts anymore and with the
FCC losing the battle on T-band relocation, Are 470-489 Mhz repeaters still
serviceable?

WMATA is still using some analog on these frequencies.

Does it come down to cost of repair at some point versus spending millions
on a system that may not be as good as what you had?
