[Scan-DC] DCA Tower 134.35 vs. 119.1

I'm not familiar with the practices as DCA specifically, but in general,
the frequency exists to give the Tower the option to split helicopter
operations to a dedicated controller if/when workload increases and they
have the available staffing. As you may also notice, other ATC sectors get
combined and split throughout the day depending on workload. "Final
Approach" frequencies are another common example of intermittent use
frequencies but even tower+ground can be combined at an airport.
