Anyone using a radio service licensed and under FCC jurisdiction to
willingly commit a criminal act, be it coordinating a jewelry heist, incite
a riot, interfere with other lawful services in the pursuit of their duties
(FD/PD) are very likely to be hit with Federal/State charges and jail time.
That does not include the fines and jail time for the intended act(s).
HAMs and scanner folks have nothing to worry about unless you willingly
commit a crime using radios or scanners. The fact that hunters and preppers
use cheap UV5R's to stomp around the wilderness means nothing either. It's
the coordination of and with criminal intent to commit a crime, using a
radio or listening device.

*On the other hand *it would be wise to keep an ear out for anything on the
HAM/scanner bands that sounds "out of the norm".
