[Scan-DC] Is this a C.O.W. or something else?

Going with a COW or to provide better Wireless [Non Voice] coverage for now,
if anyone finds a license plate or lack of license plate that might help as
well, since the media hasn't shown all sides
And there likely is some advertising if a COW [Cellular] to promote
themselves.
