Not having seen one in many [but description does match] years, might have
been one of the Cellular / PCS carriers re-mapping coverage 
To make the needed assignments for the deployment of their COWs [Cellular on

I was walking the dog at 4th & G NW last night, right by the FBI DC field
office/inside the exclusion zone, when I saw an odd 4Runner with regular DC
tags.  It had several stickers on it warning of radiation emissions and the
man in the driver's seat was clearly monitoring some kind of signals on his
laptop.  Unfortunately didn't get any pictures.  Anyone know what this was?
Wasn't there this evening.
