[Scan-DC] odd vehicle

I assumed it was some kind of news vehicle. It had DC commercial tags and
an antenna that I didn't recognize on the roof of the vehicle. I was on
Constitution and second NE just outside of the barricades today. The driver
has some sort of mobile tablet, but I didn't see beyond that.
