[Scan-DC] STOP Prince William Co (and Manassas/Park) from ENCRYPTING!!!

The current Baltimore City chief came from New Orleans, LA where he oversaw the encryption of that agency. I submitted an op-ed piece to the Baltimore Sun who refused to print it because at the time I had submitted it, Baltimore City wasn't under plans to be encrypted. Encryption just keeps marching on and on unless regular people become active in their communities to if not stop it, at least slow it down by bringing the matter up to elected officials. Most elected officials have no information about this subject and if they only hear from the police chief or sheriff that its for officer safety, without any opposing view then they usually don't oppose it.
