Why would you think that transparent as a painter's tarp Chief Peter Newsham would have anything to do with encrypting the PD comms before he takes over?  
I don't think he realizes that the average residents in PW County are more highly educated and upwardly mobile than most of his current citizens, and they won't put up with the bullsh&t he has been pulling in DC and getting away with. 
I think he was reading the writing on the wall (of the City Council) and got out before he was fired. PW County does not have the same problems as DC (almost daily Demonstrations that can turn violent, extremely high murder rate) so he may think he is making a clean start there and can coast until he is ready to retire.
The real shame is that he was a good street cop, but when he got that first star, he became a lousy administrator and was never much of a leader.

Good riddance to him and my condolences to PW County, he's your problem now.
