I can only assume they had permission to be there. If not, the guys on the roof would have taken them out with a Stinger. I worked in the Pentagon for a long time. Prior to 9/11, we could easily access the roof and enjoy the view. After 9/11, it was prohibited. Of course roof damage from the fires was extensive - even though we came back to work work on 9/12, most of us were sent home as the roof was still burning and the corridors had water running in them and there was still a lot of smoke. Plus, the windows in most offices were sealed to prevent heat loss in winter and A/C leakage in summer.
