[Scan-DC] Montgo PD radio designation?

Hello,
The Victor sector is located in District 6 of the Montgomery Village area.
The "4" shift is days/evenings. I think someone was referring to the
9-Victor units, which are possibly CATT units. Anything with a 9 before it
is a county-wide special unit.

outdated and doesn't have anything about the Victor sector:
