After all, the dispatchers can hear the encrypted traffic.  It can be
recorded at that point in the system.

And the PD "owns" the decryption keys, but I'm pretty sure that it is
archived in unencrypted form.  However, it is a good practice to encrypt all
computer backups of any type, but that is probably done by the IT guys,
separately from the OTA encryption.
