I'm downtown (at home) near Mt Vernon Sq and they are flying so low it feels like you can almost reach out and grab them.

If you are watch adsb exchange you will see some US Army aviation at very low altitudes—like 75-100 feet over DC. This video shows they are using the copters to disperse the crowds.  Not sure what radio is picking up.
