[Scan-DC] C-17 IVO IAD

It came via BWI - I saw it leaving BWI heading west, which is when I
started paying attention to it.  From the ADS-B exchange website, it looked
like it was doing touch-and-go's at IAD - 7 times, but I didn't pay that
much attention to the altitude, so it may not have actually touched the
ground. I don't know if it did the same at BWI, but it flew low westbound,
not the usual departure.
