[Scan-DC] D.C. National Guard at Safeway

The antenna is a little long for the JNCR System that they have been
operating on since they started assisting MPD with the blocking of the mall
during the Cherry Blossom blooming.

I have also hear them daily reporting how many vehicles and passengers as
they move out.
