[Scan-DC] Scanner traffic during COVID-19

Similar here in Frederick County.  EMS has some different protocols they
are following, however, it doesn't seem like there are more calls than
normal.

On the law enforcement side.
Definitely an increase in domestic calls.
I suspect an increase in theft and robbery, though, not enough for it to
overcome that I just may be listening more making it seem that way.
