[Scan-DC] 118.4 helicopter usage

This may shed some info on the 118.4 helicopter communications. This 
frequency is paired with 349.0 Andrews tower.
On the FAA Washington Helicopter Chart these frequencies are for Helicopter 
Route 8 which is primarily from I-95
South to Waldorf a little to the West of  Branch Avenue. Note Route 8 is a 
Helicopter Route and not a highway route.
With this in mind any helicopter flying the route would use the frequencies.
