[Scan-DC] Use of 118.400 in MD DC PA

I monitor Milcomms on HF. Within the last year I have decided to monitor UHF & VHF as well.  I have been monitoring

118.4 as it is an Andrews approach frequency. It seems in the evening the freq is used by some news chopper I am guessing.

Nightly I hear the user flying around at 800 & 100 feet reporting traffic incidents along the beltway and MD rt 3. Which beltway

I do not know. Does anyone know what entity this may be?  My location is Odenton MD.
