I mostly just listen when I'm passing by.

You'll probably want to monitor the STARS trunked system where the Capital
police can be found.  There aren't many encrypted talk groups on there.
I've never monitored in Richmond itself, but I know for driving the
interstates, it pays to have a better VHF antenna.  I often use a dual band
ham whip for better results than the stock TRX-1 antenna.

Fire, EMS, & City PD are on a multi jurisdiction Motorola 800mhz trunked
system, although PD is encrypted, save for some interop talk groups.  I'd
put those interop talk groups in my scan list as this is going to be a big
event with coordination, so they just might get used.
