[Scan-DC] Nooelec Nsdr smartee

I haven't used the Nooelec Smartee specifically, but I've had good success
with other similar cheap RTL dongles on sdrtrunk (
https://github.com/DSheirer/sdrtrunk) listening to P25 systems in the area.
Depending on the system, you might not even need two to track. I found it
easier to setup than Unitrunker, but I've gotten that to work too.
The Trunk Recorder (https://github.com/robotastic/trunk-recorder) project
that openmhz.com runs on looks interesting too, but I haven't played with
it yet.
