I stopped by the Law Enforcement Museum a couple of weekends ago (it was free for Museum Day) and they have a small exhibit on radio communications where they had this description of early dispatching. Seems pretty amazing in light of today's trunking and encryption!

"The Detroit Police started broadcasting one-way radio calls to patrol officers over a commercial music station in 1923. To call officer's attention to a police broadcast, the station would play the tune 'Yankee Doodle.' Starting in 1933 two-way radio systems made communications between patrol officers and dispatch easier."
