[Scan-DC] Residents Petition Against 11th Street Heliport Site

I have flown on DC MPDs Falcon. The routes generally follow the rivers.
The FAA tower at DCA controls the airspace. The airspace is divided into
areas and when a helo leaves a route (say to patrol an area or go to a
hospital) they notify DCA tower.
In addition, even law enforcement helos cannot overfly the special
restricted areas (mall and naval observatory areas) without extra special
permission.
When POTUS is flying even law enforcement gets a ground stop.
