[Scan-DC] Mwaa Motorola system

So I learned a couple of things about the MWAA systems from one of their
radio shop employees.  I hope I am relaying this correctly:

the 700 system is legacy for public safety and not really being used; MWAA,
and in fact much of the area jurisdictions, are giving their 700mhz freqs
to Metro (WMATA - not to be confused with MWAA).

the OLD 800 system is being merged into the new 800 P25 system after which
MWAA will be licensed on 17 freqs with only one 800 system. That will take
a while and when it's done they will not be using all of them; several
freqs will be held in reserve.

Ops and dispatch freqs will remain in the clear but most other freqs will
be encrypted.

Let me know if I have confused things or you have any other questions and I
will get the straight scoop.  :)
