[Scan-DC] June 22 Test of the Wireless Emergency Alert system in DC

Is this test going to be broadcast on the NOAA radio system, like their regular monthly Wednesday tests?  
or is it a test that uses the cellular providers to broadcast the signal to consumers cell phones? (&/or TV stations)
