[Scan-DC] Mystery vehicles blow red light next to bicyclist

The two large, squatty antennas on the left and right look like VHF. I had
one a couple of years ago. VERY narrow transmission range only an couple of
MHz then the SWR goes up quickly. The center one looks like the UHF one that
I use now. Looks like the SUV has the same antenna set up. I have no idea of
the agency but it appears that they used the lights only to go through the
intersection. With only one escort vehicle I'd say low level protection for
sure.

Can any of you guys ID the antennas and which agency that is?  I can't
place this one.
