*Actually it is not unusual for the US military to contract with a
private sector company with aviation assets. One previous major
contractor was "Flight International" WBA6 who used 122.9500 mhz.
generally for general aviation comms. The aircraft frequently was heard
and appeared to be simulating an unauthorized aircraft entering the VA
CAPES ADIZ area along the VA/NC area.
The four aircraft mentioned may have been circling in a staging area
awaiting further instructions from the appropriate military base site,
military aircraft, Navy ship, etc. possibly to test something. My guess
was they were simulating enemy aircraft entering the VA CAPES ADIZ
testing some enhanced form of radar detection equipment being used.
