[Scan-DC] Curious flights in FlightRadar24

My brother is reporting seeing curious flights in FR24. Unfortunately, this listserv won't let me post images, but multiple (up to four) Learjets are leaving Williamsburg/Newport News airport (civilian airport), no tail numbers or call signs, going ~60 miles offshore to the east, and doing circles. He saw them a couple of days ago (two jets at the same time), and seeing them again today. For anyone interested, you can go to FR now. There are a couple marked "LJ35" east of the Va/NC border, at 27,000 ft, doing donuts.

Any thoughts?
