[Scan-DC] Identify this antenna

It is called a biconical or bicon antenna. It is a very broadband antenna usually several octaves. Below that is a discone antenna.
Given the broadband nature of the bicon antenna, it could be used with a device that is designed to intentionally interfere or it could be used in a monitoring application.

Tried to post a picture but the email system wouldn’t allow it. I spotted this on the grounds of the National Cathedral during the Bush Funeral. Not sure what it was—cell phone repeater, portable air traffic control (thought I saw a wind speed gauge on top). Any ideas?
