JNCR no one seems to know if this is a drill, but they are treating it as such.t?g 22501, 22440, 22753 (Navy Yard) appears to be locking down as well, 

MoCo has no notification of a drill and are treating it as an active shooter situation.  No has been able to find anyone who has heard shots.  They have finally closed down both directions of Rockville Pike, after 20 minutes of responses from both directions
Units are reporting that their radios do not function inside the buildings
Dispatcher just moved everyone to TAC A15, which appears to be encrypted.
