Encryption [aka Voice Inversion] has been on VHF Civilian Marine Channels for years [back to the 1980's]
all used to prevent other fishermen from knowing where the good catch is [ altho just follow the AIS :) ]

USCG has always had Encryption back to the LANT days [DVP/DES] and now with AES etc within the VHF/UHF P25
