Ken, Maybe it is just my having been a government employee back in the 
early 1990's.  During the first term of the Clinton Administration.  
When there was 'employee attrition'.  To lessen the swelled number of 
government employees'.

But how can budgetary concerns, cancel a tour.  It isn't like they need 
an entire department for the tour.
